'It seems as if the meeting has started' simply states an observation, equivalent to 'It seems that the meeting has started.' In informal conversation, 'like' often replaces 'as if' in this pattern ('It looks like it will rain'). In more formal writing, 'as if' or 'as though' is preferred.
